The police have got to start talking domestic violence seriously and we believe that holding them to account is the only way to force change upon them.We intend to issue proceedings in the High Court against the police in order to do this but need help with the court fees.

I Want My Mummy (IWMM)
Facebook campaigning page #openfamilycourt
Zoe’s lobby group are campaigning to #openfamilycourt IWMM worked alongside other organisations and campaigners over the years to push to have the family court opened to scrutiny.
Currently family court proceedings are held in secret, this in Zoe’s view is outdated and dangerous.
“Anything held in secret can harbour abuse and is open to corruption, something that has been cited a lot over many years. I raised this with the previous MP of Coventry South, MP Jim Cunningham. He supported our campaign and tabled two Early Day Motions in the House of Commons on my behalf. These atrocities still continue today and must change.”
Women’s Aid – Child First
What is the Child First campaign about?
Zoe was involved in the Child First campaign in 2016 together with Women’s Aid they have been calling on the government, all family courts professionals, and involved agencies to make the family court process safer for women and children survivors of domestic abuse. We wanted an end to avoidable child deaths as a result of unsafe child contact with dangerous perpetrators of domestic violence, and to ensure that children are always put at the heart of contact decisions made by the family courts. Five years on, the campaign has seen critical changes. But survivors of domestic abuse still tell us that they have been re-victimised and traumatised by their abusers, even after separation, through the family court process. We must continue to fight for urgent culture change needed in the family courts.
Zoe says “The day we went to Number 10 to deliver the petition was a day I was forever humbled. I was there alongside Polly Neate the then CEO of Women’s Aid and the absolutely incredible Claire Throssell MBE. Claire has campaigned tirelessly even though she has seen first hand the fall out of the outdated horrific decisions made in family court. Both her sons were murdered in a house fire on an unsupervised visit with their abusive father. The court did not believe Claire. This sickens me, the system is so unbelievably disconnected to real life and there is a huge lack of understanding around the intricacies of domestic abuse. Its insidious however perpetrators often use their children to continue their abuse via this legal route and right under the noses of Judges. Its embarrassing at the very least and murderous at worst”
Serial Domestic Abusers and Stalkers Register #serialregisterneeded
Zoe campaigns alongside with Laura Richards (The Crime Analyst and Founder of Paladin National Stalking Awareness Service) and John Clough (father of Jane Clough) to include serial perpetrators of domestic abuse and stalking on the Violent and Sex Offenders Register (ViSOR), meaning they would be tracked and monitored by police – proactive policing.
This was instigated by the work of Laura Richards carried out in New Scotland Yard in 2003. Laura was trained by world leaders as a criminal behavioural analyst at the Behavioural Analysis Unit, National Centre for the Analysis of Violent Crime at the FBI and New Scotland Yard. She has an in-depth knowledge around this subject, having applied her psychology degrees to analysing violent crime from a behavioural and preventative perspective.
Zoe says “The three of us joined forces to get the message across to government that serial offenders need a framework. They do not stop offending by choice, in fact Laura’s research proves they actually go on to re-offend at alarming rates. John lost his daughter to a man known to police. I was almost murdered by a man known to police. Our ordeals could have been avoided. Most people think this type of monitoring already exists in our police forces, but it does not.”
Tracking and monitoring serial offenders in this way would move away from the current police process of dealing with incidents in isolation, as they did with mine. Had this proactive approach been in place prior to my attack Smith would have most definitely been on the register, it’s unlikely I would have met him, and it may well have reduced or stopped his offending. This campaign is still ongoing (2021) however following lots of debates across both houses in Parliament we have had confirmation from the government that they will introduce a super database in 2022. We will continue to fight for these changes, and I remain focussed on getting the outcome we need.
There have however been developments and we now have a new framework in place that will tackle serial offenders. This is not statutory, however this is a win for our campaign as it works from grass roots with new officers and involving real victims in the training of officer.
As Laura wrote in the petition update “A huge win for this campaign happened on 15 December 2021, when a new national police framework to tackle violence against women was announced, with little fanfare or media focus”. https://news.npcc.police.uk/releases/violent-men-who-harm-women-warned-that-police-are-increasing-action-against-them
It includes a strand to relentlessly pursue perpetrator, manage the most dangerous and prolific perpetrators, and better use of police powers to protect women and girls and to manage and disrupt perpetrators.
This is exactly what we have been asking police to do using a national approach. Laura Richards has produced overwhelming and compelling evidence over the years including many cases where women and children have been murdered as well as survivors such as myself and families speaking out, and many MPs and Peers in both Houses raising questions, tabling debates and yet still the Government had resisted, until this time.
Our petition has almost 267,000 (Jan 2022) signatures who support our calls for serial domestic abusers and stalkers to be proactively monitored identified, assessed and managed just like sex offenders.
